ULN PV GAS CONTROL THERMOSTAT
This is a gas control valve / thermostat assembly used on gas water heaters, typically in high-efficiency Power Vent (PV) or Ultra Low NOx (ULN) models.
What it is
A combined gas valve + temperature control unit:

It is usually mounted at the bottom of a gas storage water heater tank.
